MEDICAL SUPERINTENDENT 

GENERAL 

  • He will be responsible for regular supervisory rounds of all wards and departments and premises and maintenance of clean atmosphere in the hospital for necessary equipment’s and purchase of Drugs, equipment’s
  • for official correspondence for hospital administration
  • for arrangement of duty roster for Emergency/Day ward Medical officers, Nurses and Group D officials in consultation with Resident Medical Officer/Matron
  • for promotion of good relation between all categories of staff and public
  • for enforcing strict discipline in the subordinate teaching and non-teaching staff
  • for maintenance of attendance registers
  • for Investigations of complaints and reports
  • for ensuring adequate supply of essential drugs by purchase within delegation of powers and sending indent of drugs to DME
  • for supervision and maintenance of service registers of non-teaching staff members (NGO)
  • for supervision and maintenance of building with the help of PWD staff
  • for sanction of all types of leave to non-teaching staff members of the hospital and CL of teaching staff and maintenance of their records
  • for clearance of medico-legal aspects of cases in the Hospital for overall supervision of the Hospital Necessaries such as Linen, Drugs, Dietary Services and such other items required for the day to day patient-care to exercise such other administrative and financial delegated to him by the Director from time to time to procure the Hospital Necessary Items, Surgical Items, Drugs and IV fluids, X-ray and accessories, Linen and bedding, Laboratory chemicals, Blood bank items and medical instruments to the different departments of the hospital. The Officer has to call for the quotations for the purchase of above items from the different firms, scrutinize it, test the samples and to stock the items well in advance on the recommendations of the Drugs Sub-Committee and to get the approval from the) Director for the purchase of the same. to supervise the Nursing staff in providing proper

  • to administration pertaining to maintenance and conduct of school, of Nursing examination, Nursing, students welfare and control and regulation of B.Sc., M.Sc., Nursing students postings to hospital in coordination with college Principals

FINANCIAL POWERS

PATIENT CARE 

  • He will do ward rounds along with Resident Medical Officer once a day and take necessary steps to improve patient care services
  • The Medical Superintendent shall be assisted by the Resident Medical Officer in maintaining the day to day patient care services and cleanliness of the hospital on round-the-clock service. 

NURSING CARE 

  • Medical Superintendent shall be assisted by the Nursing Superintendent Gr-I and Is. 
  • The Nursing Superintendent Gr-I shall be assisted with a team of Nursing Superintendent Gr-II with the following duties; 
  • Supervision of Ward and its surrounding regarding its hygiene 
  • Supervision of Staff posted 
  • Essential equipment’s maintenance (Oxygen cylinder, BP apparatus and Emergency drugs) 
  • Documentation - Death, Bill settling, Drugs, Linen, Diet etc,. 
  • Allotment of duties for the Staff Nurse and Group D
  • Reporting to higher authorities wherever and whenever necessary 
  • Counselling for visiting Student Nurses 
  • The Gr-II Nursing Superintendents will be assisted by the 
  • Staff Nurse in discharging the following duties round-the-clock
  • Ward maintenance - bed making 
  • Patient care and treatment - administering Drugs, suitable diet 
  • Admission and Discharge of the patients 
  • Counselling the patients and attenders 
  • Providing guidelines for Personnel hygiene and pressure points to the patient 
  • Documentation - Patients treatment, Linen, Inventory of drugs, registers 
  • Maintenance - Rounds with doctors, Medical staff of the Institute and to adhere to the instructions of the doctors 
  • Actively involved in preparing the patient for Surgery (Pre and Post operative care), Investigation. 
  • Ward Management 
  • Segregation of Bio-Medical Waste 
  • Handing and taking over charges (bed by bed in each shift) 
  • Cleanliness of the ward 
  • Death procedures 
  • Accounts settling 
  • Account settling 
  • Cordial relationship with patients and attenders

SUPERVISION OF DIET SERVICES 

  • He shall entitle to take decision regarding providing free treatment and to waive off hospital charges to patients as per the norms laid down by the Institute
  • He shall scrutinize all the attendance registers after grace period and to mark ‘X’ or in all cases of late coming/unauthorized absence.
  • He shall entitle to permit purchase whether Medical or Non-medical to the time of Rs. 1,000/-in each case.

STENOGRAPHER/ PA TO  MEDICALSUPERINTENDENT 

  • Taking dictations (Letters, Reports, Circulars, and Proceedings etc.)
  • Transcription of the dictation
  • Typing work
  • Maintenance of all files and records
  • Maintenance of Stock Book and Stationeries of the Section
  • Entries of Quotations/Tenders received and forwarding it to concerned sections
  • Entries of Inward and Outward Registers
  • Assist the Officer in maintaining his engagements
  • Assist for conduction of meetings
  • Assist for attending Conferences/Seminars and Symposia
  • Attending the grievances of general public and patients
  • Attending Phone calls
  • Attending Visitors of the Section

DRIVER 

  • To pick and drop the Officer for all official duties
  • To maintain the vehicle round-the-clock
  • To maintain the log book 

ATTENDER - M.S. OFFICE 

  • To wear the Uniform daily
  • To attend the Office at 7.30 am in the morning and if required sweeping and swabbing work of outside the Office, Staircase etc,.
  • To attend to sweeping, swabbing and dusting of the Office twice a day
  • To keep the sinks, toilets drainage clean
  • To keep at the hospital premises and surroundings clean
  • To wash to windows on s afternoons
  • To be present in the Office during the working hours
  • To distribute the files and papers to different departments/wards and offices
  • To stitch the files
  • To assist in bringing materials and stationeries from the Stores
  • To arrange all the files cleanly and neatly in order
  • To clean the furniture of the Office daily
  • To dispose the wastes of the Office according to the instructions of the Matron
  • To be courteous with patients, visitors and attendants
  • To protect the property and assets of the Hospital
  • To collect the materials which were left out by oversight by patients and attendants . and to hand over the same to Matron for further action

CHIEF ADMINISTRATIVE OFFICER

GENERAL 

  • He/She will assist the Head of the Institution in all administrative and financial matter.
  • He/She will attend the matters relating to the Governing Council and its sub­committees
  • He/She will attend to all matters relating to recruitment and filling up of vacancies in the Institute. He may submit the papers direct to the Director. He may also supervise verification of the cash.
  • He/She will be in entire charge of ministerial establishment including class-IV employees attached to the office and kitchen and responsible for proper working of the non­technical branch of the administration.
  • He/She will be solely responsible for proper accounting and the maintenance of registers relating to diet accounts. He is also responsible for preparation of indents of diets, placing indent on the contractors proper drawl or articles and proper and correct distribution. He will be incomplete control of kitchen section of the hospital.
  • He/She is disbursing officer and draws AC bills, DC bills of the Office establishment and pay bill of establishment, ministerial, nursing and group D officials
  • He/She is responsible for proper accounting and maintenance of registers relating to diet accounts. He/She is also responsible for preparation of indents of diets, placing indent on.

FINANCIAL CONTROLLER – CUM-ADVISER 

  • To ensure proper maintenance of accounts and registers in the office
  • To attend to the matters relating to the preparation of Annual Budget
  • To scrutinize TA and other bills requiring approval by the Director
  • To attend to matters relating to reconciliation of Office figures with that of Bank accounts
  • To attend the matters relating to watching the progress of expenditure in respect of Plan and Non-Plan grants and claiming State/Control or other grants wherever due
  • Matters relating to Audit Reports
  • To arrange local inspection of accounts of Stores and Stock of the Kidwai Memorial Institute of Oncology with the approval of the Director
  • To attend to verification of prompt remittances of revenue to the Bank
  • To attend to the scrutiny of comparative statements of tenders/quotations relating to supplies, services etc, after preliminary screening by Internal Auditor
  • Furnishing opinion on all proposals having financial implications referred to by the Director
  • To act as Drawing and Disbursing Officer of the Institute
  • To attest entries in the Office Cash Book daily
  • To submit monthly expenditure statement to the Director on or before 10th of the following month and the quarterly statements to the Government
  • To submit a statement to the Director about the position
  • Of the balance of funds of the Kidwai Memorial Institute of Oncology in the Bank at the end of each month on or before 10th of the month following
  • To submit a statement to the Director about the revenue of the Institute at the end of each month on or before 10th of the month following
  • To sanction temporary advances for making spot purchases (local purchase of stores) after the spot (local Superintendent / Administrative Officer / Purchase approved)
  • To sanction Casual Leave to the staff of the accounts
  • To sign the receipts for the amounts received towards hospital charges
  • To refund the dues, if any, from out of the original deposit made by the in-patients / out-patients to account of hospitalization / investigation charges
  • He will attend to any other duties that may be assigned to him from time to time by the Director. 

FINANCE OFFICER 

  • The Finance Officer are permitted to sign the fair copies of the drafts approved by the Director pertaining to the following sections duly affixing the seal “Draft approved by Director” except the following items. 
  • Reference intended to the State Government, Central Government, Directorate of Medical Education and Directorate of Health and Family Welfare Services and other Heads of the Departments of Government 
  • The Finance Officer shall be responsible for the release of documents received through Banks and Clearance of equipment’s etc, received by AIR 
  • The Finance Officer shall be responsible for attending to the matters relating to the deposit contribution made to the PWD for building works the contractors, proper drawal or articles and proper and correct distribution. He will be in complete control of kitchen section of the hospital
  • He will exercise and check according to purchase and financial rules on all purchases made ig the hospital or the college and arrange payment of bills after the scrutiny and proper accounting in the stock registers
  • He will be responsible for upkeep and proper maintenance of records of the institution he is attached to.
  • He is responsible for preparation of annual budgets pertaining to the institution
  • He is the drawing and disbursing officer for the subordinate of the institution to which he is attached. He is responsible for proper accounting of all sums drawn from Treasury
  • He is charged with the duties of inviting tenders for annual supplies, diets etc. and its submission to the Head of the Department for acceptance or otherwise
  • He is responsible for getting the contract agreements executed by the contractors in favour of government
  • He will under emergence authority of the Institution to correspondence with the Office of the Head of the Department on matters of routine and non-technical nature.
  • He will be responsible for proper maintenance of service registers of all staff under his control
  • He/she will attend to the matters relating to the allocation of work among the office staff.
  • He/she will cause open tappals excluding D.O. letters and confidential letters, tenders/quotations and send them to the Director for perusal before they are registered and distributed.
  • He/She will attend to the matters relating to prompt submission of returns relating to Government employees working in the Institute and also statements due to the Department and Training/Health Department
  • He/she will scrutinize the use of diet articles in the Hospital
  • He/she will sign the indents of the Kitchen to be placed on suppliers in accordance with the recommendations of the Diet Sub-Committee

  • To attend to sweeping, swabbing and dusting whole Office  twice a day
  • To keep the sinks, toilets drainage clean
  • To keep at the hospital premises and surroundings clean
  • To wash to windows on s afternoons
  • ID be present in the Office during the working hours
  • To distribute the files and paper to different departments/wards and
  • To stitch the files
  • To assist in bringing materials and stationeries from the Stores
  • To arrange all the files cleanly and neatly in order

Implementation of E-Hospital software. Co ordinating with the users for implementation. Discussing issues of E-Hospital with NIC Tripura team and with State NIC officers for rectification. 

Identity Cards

Arranging for and Issue of Identity cards to staff who have been newly recruited/ promoted staff.

Arranging for and issue of identity cards to staff who have lost their identity cards by obtaining a copy of the lost report filed with the police. 

Biometric Attendance System 

1.Enrolling and recording of finger images of employees  Downloading of biometric data. Generation of reports and as required by the management like daily attendance report, late attendance report, absent report etc.,

2.Co-ordinating with the Biomedical Engineer in case the biometric reader is not working due to electrical problem. 

VAS INCENTIVE

Vas incentive calculation for the staff of the Institute and PCC Kalburgi after obtaining leave details from administration and the amount to be disbursed by the financial advisor. The calculations will be based on the Order NO .KMIO/EST-1/GNL/35/2014-15 dated 109/2014 

E-OFFICE

Co-ordinating for sending files through E-office software. Creating mail – Id for all Group A officers ,accounts and admin staff for using  E-office. 

E-Blood bank  

Co-ordinating for implementation of E-blood bank software with Blood bank for preparation and Issuing of Blood bags through E Blood bank software.

Creating of User Credentials            

E PAR: Performance Appraisal Report

Creating of User credentials for Group A officers to enable them to record their progress record. Mapping created mail id’s with E PAR software .Assigning roles and updation in master data.Implementing E PAR software in the Institute. 

E-janaspandana  : Grievance redressal system 

Grievances given by public to the government and referred to Kidwai. A print out of the grievances is given to Director’s personal Section.Once the reply is received from the Director’s office, it is uploaded in  the  E-janaspanadana software.

He/She is responsible to the Medical Superintendent for the efficiency of nursing services. She.should consult him and report him whenever necessary. She is mainly responsible to bring to the notice of the Medical Superintendent about the nursing requirement and problems of the area under his jurisdiction and to suggest solutions. Her primary duties are;

Nursing Services

  • Setting up the higher standard of profession and conduct o Planning and administering rules and regulation to maintain efficient nursing services

  • Bathing patients, care of mother, nails and pressure points

  • Distribution of diet, feeding of patients

  • Rounds with medical staff
  • Reporting in time of the observation made on patients Technical procedure like stomach washes, aspirations, dressing, irrigation, oxygen therapy, preparing for and cleaning up after procedure Preparation of patients for operations, pre-operative and post-operative care

  • Collecting, labelling and despatching of specimens

Ward Management

  • Handing over and taking over charge of shift
  • Keeping the ward clean and tide
  • Preparation of surgical supplies, bandages, POP etc
  • Routine care of dressing trolleys, wheel chairs, trolleys, cupboards, glovs and enamel wares, rubber goods and other appliances
